FILM FESTIVAL REGULATIONS
Regulations on conducting
festival of contemporary documentary films “OZA”
(hereinafter referred to as “the Festival”)
Article 1: Basic provisions
· The Festival is a screening competition of documentaries which have received expert evaluation from members of the selection committee.
· The Festival takes place on the online platform: https://patrikifilmfestival.ru
· The period of the Festival is from May 16, 2024 to May 26, 2024. The dates of specific programs are to be confirmed with the Festival organizers.
· Only films that have not previously been shown on the Internet, on television channels, and have not been distributed in cinemas or online cinemas can participate in the competition program of the Festival.
Article 2: Idea and objectives of the Festival
· The Festival is inspired by the personality of Zoya B. Boguslavskaya, prose writer, essayist, author of major cultural projects in Russia and abroad and is a tribute to her talent and achievements.
The objective of the Festival is to present new documentary film projects, premiere films from all over the world, support the creative searches of filmmakers, and unite professionals and film lovers.
Article 3: The Festival Program
· Preliminary program:
· Main Competition (at least 7 (seven) films take part in the Main Competition;
· Non-competition program;
· Special screenings;
· Special events within the framework of the Festival
The Festival program and the order of film screenings are determined by the Festival Management.
Only documentaries that have not previously been shown on the Internet can participate in the main competition, namely: documentaries not broadcast on television, not released in cinemas, DVD and VoD, not publicly available on the Internet, not uploaded and posted on online cinemas and online platforms.
Films participating in the non-competition program must not have been previously shown on the Internet on the territory of the Russian Federation.
Article 4: Acceptance of applications for participation
· Acceptance of films is carried out by sending materials for films to the Festival Management.
· The deadline for submitting applications is May 01, 2024, date inclusive.
Article 5: Registration forms for the Festival participants
The Festival participant registration form is required to be completed. If the Registration form of the Festival participant is not filled out completely or is filled incorrectly, the Festival Management is not responsible for the lack of correct and complete data about the films posted in the information and promotional materials of the Festival.
Article 6: Selection of applications
· The selection of applications (films) for participation in the Festival is carried out by the selection committee.
· The selection committee has the right not to explain the reason for the refusal and not to make comments.
· The decision to include a film in the Festival program is communicated by sending an official invitation.
Article 7: Selected applications
· After receiving an official invitation from the Festival Management, it is necessary to send, within the deadlines specified below, confirmation of participation, media or files with a recording of the film, as well as information and promotional materials in accordance with the registration form of the Festival participant.
· Media or files with the film recording, information and promotional materials are provided no later than May 01, 2024.
· Media or files with the film recording, information and promotional materials sent after May 01, 2024 will not be accepted, and the film will be excluded from the Festival program.
· Films and information and promotional materials must be in the original language with English subtitles, if the original language is not English. Films without subtitles will not be accepted.
· Along with confirmation of participation, the following documents must be sent to the Festival Management:
· registration form, certified by signature and seal, indicating the presence or absence in the film of frames/scenes of alcohol and tobacco consumption, scenes of violence, scenes containing acceptable profanity (use of obscene language), filled out in accordance with the data of the national film certificate (NFC) and film distribution certificate (FDC), issued by an authorized body and valid at the time of the Festival;
· a signed and stamped copy of the national film certificate (NFC);
· a signed and sealed copy of the rental certificate (FDC);
· a signed license agreement granting the Festival the right to use the film by showing it within the framework of the Festival (the form of the agreement is sent simultaneously with the invitation);
· full text of the film in the original and in one of the following languages: Russian, English;
· English subtitles in WebVTT (.vtt) or SRT format
· materials for the catalog (synopsis, biography and filmography of the director, photograph of the director, photographs or still frames from the film (images of the main characters of the film) - preferably close-ups, advertising materials, press materials, materials for the catalog (information about the film cast and crew, photographs);
· trailer for use in advertising, image and presentation purposes;
· cutting of the film for use in the Opening and Closing Ceremonies of the Festival (without scenes with alcohol, tobacco, drugs and not containing love scenes or scenes of violence) in accordance with the age limit 0+;
· materials for the Festival website (press release, photographs/still frames from the film (image of the main characters of the film - close-ups).
· The recording media or files of the film must not contain any promotional materials attached to the film. If they exist, the Festival Management reserves the right not to show the film and to require other media or files with the film recording.
Article 8: Consequences of non-compliance with these Regulations
· All conditions and terms are mandatory; otherwise, the Festival Management reserves the right to exclude the film from the Festival program.
Article 9: The Jury (selection committee)
· To evaluate films during the Festival, a selection committee of the Main Competition (hereinafter referred to as “the Jury”) is created.
· The films of the competition program are evaluated by the main jury, consisting of leading masters of culture and cinema.
· The Jury cannot include persons involved in the creation or commercial distribution of the films participating in the Festival. The Jury has no right not to award a prize in any category or to divide prizes within categories. All Jury members assume obligations to refrain from public statements about films participating in the Festival until the results are announced at the Grand Opening of the Festival.
Article 10: Prizes:
The Jury of the Main Competition awards statuette prizes.
There are cash prizes in the amount of:
Festival Grand Prix - 500,000 rubles (five hundred thousand rubles)
Second prize - 300,000 rubles (three hundred thousand rubles)
Special prize - 200,000 (two hundred thousand rubles)
The Jury determines the names of prizes and awards after watching the films, focusing on the composition of the Festival’s content.
The Festival Grand Prix statuette, Prize from the Festival Jury and Special Prize are mandatory.
In accordance with the terms of the Festival, the foreign winner who received a cash prize is paid an equivalent amount calculated at the exchange rate of the Central Bank of the Russian Federation on the day of actual payment of the prize.
At the same time, the amount of money to be paid to the foreign winner is determined taking into account tax obligations established by the legislation of the Russian Federation.
The prize will be paid within one month from the moment the winner is determined.
Article 11: Final provisions
1. Participation in the Festival requires compliance with all clauses of these Regulations and implies agreement with all articles of these Regulations.

Article 7: Selected applications
· After receiving an official invitation from the Festival Management, it is necessary to send, within the deadlines specified below, confirmation of participation, media or files with a recording of the film, as well as information and promotional materials in accordance with the registration form of the Festival participant.
· Media or files with the film recording, information and promotional materials are provided no later than May 01, 2024.
· Media or files with the film recording, information and promotional materials sent after May 01, 2024 will not be accepted, and the film will be excluded from the Festival program.
· Films and information and promotional materials must be in the original language with English subtitles, if the original language is not English. Films without subtitles will not be accepted.
· Along with confirmation of participation, the following documents must be sent to the Festival Management:
